Rules of the town

Hi, we are looking to become a resident of Sandy Valley. We need to find out the rules of the water usage. Can we use it to grow some lawn. Is it permitted? Can we add hay barns with out permits, or how hard isit to get the permits. Is there rules on how many horses per acre? Can we burn our weeds? Can some one e mail me with any insight on living out here. We are very excited, but need some more info. Thanks, in advance.
